Position Summary
Direct and manage the fiscal and administrative operations of the Department of Epidemiology, in the College of Public Health. Advise the Departmental Executive Officer (DEO) in relation to policy & planning for operational activities of the Department. Perform management, fiscal and supervisory responsibilities requiring a high degree of discretion and independent judgment.
Responsibilities
Operational Support and Management
Create and foster a culture that facilitates the achievement of the goals of the Department through operational support, program administration, project management, quality and operational improvement and leadership.
Oversee the administrative functions and work to resolve issues.
Direct the development, implementation and evaluation of relevant departmental policies and procedures.
Represent and negotiate outcomes on behalf of the department and DEO, as designated.
Analyze space needs and ensure compliance with facility use policies and space allocation guidelines.
Review, evaluate and authorize the acquisition, maintenance and disposition of equipment.
Oversee any repairs and modifications to space assigned to the department, including research space outside the College of Public Health building, in collaboration with the college.
Financial Responsibility
Administer departmental funds and establish fiscal controls for the Department of Epidemiology and all research centers.
Prepare and monitor budgets, prepare forecasts and budgeting actions, monitor and create fund allocations.
Review expenditures to comply with funding source requirements (allowable, allocable and reasonable).
Review and approve financial transactions and research proposals on behalf of the Department and research centers.
Establish controls to ensure departmental compliance with University, State, Federal, Sponsor and donor policies, procedures and requirements.

Human Resources
Support, assist, and lead efforts to establish and maintain a healthy and inclusive workplace culture in the Department of Epidemiology.
Lead, coordinate and support administrative personnel by planning, directing and evaluating operations.
Create and implement a timely and effective schedule to facilitate communication across the administrative team.
Coordinate with CPH HR to oversee human resource functions for faculty, staff and student positions.
Work with CPH HR to resolve complex HR issues.
Review, edit and approve human resource transactions on behalf of the DEO.
Interview, train, and supervise departmental staff, as assigned.
Analyze and provide information related to faculty affairs (i.e. Promotion & Tenure, Annual Reviews, effort allocation/overload compensation)
Strategic Planning
Participate in Departmental and Collegiate strategic planning initiatives.
Work with DEO and faculty to develop, implement and evaluate the Department of Epidemiology strategic plan.
Information Management
Manage information disseminated to department faculty, staff and students regarding operational activities.
Work with CPH IT in order to update systems, licenses, available drives, and data security. Work with DSP to establish Date Use Agreements (DUAs), as needed.
Review, resolve, and respond to requests for information, and complaints and grievances.
Serve as administrative liaison to committees, task forces and other groups as assigned by the DEO.
Review records retention schedules and guidelines.
Communications Management
Review and implement departmental communication strategies.
Communicate and direct the implementation of administrative, financial, and operational matters.
Oversee preparation of annual report and other reports required by various funding agencies.
Actively participate in CPH Departmental Administrative and Research Support groups.
Represent the Department and Centers at UI-wide meetings, serving as administrative liaison to committees, task forces and other groups as assigned by the DEO.
Maintain effective working relationships with faculty, staff, students and the public.
Required Qualification
A master's degree in business administration or related field or an equivalent combination of related education and experience
Minimum of 3 years' experience related to budgeting, fiscal analysis and management, including pre- and post-award grants management
Minimum of 3 years' administrative experience, including supervisory experience managing effective teams
Excellent written and verbal communication skills
Professional experience working effectively with individuals from a variety of backgrounds and perspectives
Highly Desirable Qualification
Relevant experience managing multiple funding sources including state, foundation and research funds
Desirable Qualification
Considerable knowledge of university policies, procedures and regulations
Reasonable knowledge of facility operations or management
Reasonable knowledge managing or directing human resource policies, practices, and regulations

This position is eligible for hybrid work within Iowa and will require a work arrangement form to be completed upon the start of your employment. Per policy, work arrangements will be reviewed annually and must comply with the remote work program and related policies and employee travel policy when working at a remote location.
