Job Description:
The Nebraska Department of Banking & Finance ("NDBF") is seeking a motivated, team-oriented individual interested in financial services to help us fulfill our vision of making Nebraska the most trusted financial home for people and businesses.
The NDBF regulates financial institutions and entities which are Nebraska chartered, registered, and licensed. Consumer Financial Services Examiners participate in the assessment of Nebraska state-licensed financial institutions to determine the existence of unsafe and unsound practices, violations of law and regulation, the adequacy of internal controls/procedures, financial adequacy, and the general performance of management. Additionally, as the financial and technological landscapes continue to merge, Consumer Financial Services Examiners will leverage evolving technologies involving analytics, risk focused algorithms, operating standards, and the voice of the consumer in conducting various NDBF examinations.

An examiner is typically hired at the Examiner I level and progresses through the Examiner II and Examiner III (Senior) levels. A Senior Examiner must have completed appropriate core schools and have at least three years of regulatory experience. The Consumer Financial Services Examiner position is a discretionary (at-will) position within our Financial Institutions Division and based out of the Lincoln headquarter office at 1526 K Street.
Schedule: Monday-Friday; 40 hours/week. Flexibility allowed with approval. Employee must be available during business hours.
Salary: $55,000 or $26.443 per hour. Salary may be indexed based on experience.

Job duties
Conducts, supervises, and directs examinations of Nebraska state-licensed and chartered financial institutions, including Mortgage Bankers, Money Transmitters, Installment Loan/Sales, and Digital Asset Depositories. Develops recommendations for correction of weaknesses or deficiencies in institution operations, management, polices, and other areas subject to criticism. Meets with financial institution officials and/or boards of directors to discuss findings of the examination, discuss corrective programs, and obtain commitments for correction of deficiencies. Performs periodic review of financial information and prepares summary reports in the interim periods between examinations. Prepares and submits confidential reports of examination and, as circumstances dictate, participate in joint or concurrent examination activities with other State or Federal agencies. Other related duties as assigned.
Requirements / Qualifications:
Minimum Qualifications: Bachelor's or graduate degree from an accredited college or university in business administration, finance, accounting, computer science/FinTech, or economics, and a minimum of six semester hours in accounting. A bachelor's or graduate degree in a related field with professional or technical experience in accounting, finance, economics, or in the mortgage, installment loan, money transmitter, banking, credit union, savings and loan industry that affords a knowledge of financial management and analysis may be substituted on a year-for-year basis when absent a degree in the required education.
Preferred Qualifications: At least one year of regulatory experience in the consumer financial services or depository institution industry. Specialized education or experience in designing spreadsheets or other data tools; demonstrating an ability to explain financial data.
Other: Day and overnight travel is required for this position. Must possess a valid driver's license and evidence of vehicle insurance or the ability to provide independent authorized transportation. Must pass a criminal background check and motor vehicle records check. Regular and reliable attendance is required for this position.
Knowledge, Skills and Abilities
- Knowledge of the vision, mission, goals, policies, and procedures of the NDBF.
- Knowledge of consumer financial services institution laws, regulations, and the NDBF's examination procedures and policies.
- Working knowledge of basic financial and accounting principles and practices.
- Ability to communicate effectively, both orally and in writing, in order to present comments, opinions, conclusions, and information clearly and concisely utilizing proper grammar and sentence structures.
- Ability to analyze and interpret financial institution accounting and financial data, laws, rules, and regulations.
- Ability to deal effectively with personnel and officials of regulated financial institutions, regulatory authorities, and the general public; as well as Department staff, supervisors, and management.
- Ability to contribute to a group of examiners and financial institution employees in a team setting.
- Ability to use video meeting, word processing/spreadsheet software and web-based computer applications proficiently.
- Ability to respect and maintain the confidentiality required by the position.
- Displays high standards of ethical conduct.
- Acts to align one's behavior with the needs, priorities, and goals of the Department.
- Ability to travel, as needed (including overnight).
