Job Description:
The Office of Public Counsel, a division of the Nebraska Legislature, is seeking applications for the position of Deputy Public Counsel. This unique position provides the opportunity to serve the public by holding government agencies accountable, impartially and independently solving problems, and making recommendations for well-functioning state government systems.

Minimum Hiring Rate: $117,527 annually

The Deputy Public Counsel assists in leading, directing, and supervising activities of the Office of Public Counsel (also known as the Ombudsman's Office) and investigates complaints involving administrative agency actions. The Deputy leads reviews, inquiries, and investigations under the State Government Effectiveness Act, more commonly known as the whistleblower act for state government employees.

Additionally, the Deputy:

  • Plans and conducts field investigations and investigatory work regarding allegations of administrative agency actions.
  • Prepares and edits letters, guidance, memoranda, and reports.
  • Forms and implements office policies and procedures.
  • Coordinates, supervises, and evaluates staff.
  • Works with Senators and legislative committees, as assigned.
  • Assists the Public Counsel with directing office management and strategic prioritization.
  • Maintains knowledge and expertise of government oversight and ombudsmandry best practices in order to ensure office policies and activities align with or exceed industry standards.
  • Monitors emerging issues in state government.

Requirements / Qualifications:

Minimum Qualifications:
  • Law degree.
  • Government oversight experience.
  • Six years of administrative or research experience in government, preferably state government, including at least two years of supervisory experience. A relevant graduate degree may substitute for experience.
  • Knowledge of investigative procedures and techniques.
  • Knowledge of the structure and operation of federal, state, and local government and the Nebraska Legislature.
  • Knowledge of state statutes, regulatory provisions, and case law affecting the work of the office.
  • Excellent oral and written communication skills.
