Primary Role

Pennsylvania American Water, a subsidiary of American Water, is the largest regulated water utility in the state, providing high-quality and reliable water and wastewater services to approximately 2.3 million people. The Pennsylvania Engineering team are leaders in the industry and demonstrate agility, accuracy, accountability and advocacy in the critical work they perform.

The Director of Engineering Capital Planning (State) leads a team that is responsible for capital planning and capital asset management programs within a state engineering function with an annual capital investment of $400+ million. Provides strategic planning through the organization, coordination, procedures and governance for these programs. Drives continuous improvement required to ensure our assets meet regulatory criteria, improve operating performance, and make our operations more resilient.

Key Accountabilities

  • Provide expert input, consultation and recommendations to state leadership on decisions involving the company's strategic assets, and capital investments. Ensures the State's annual asset investment plan is appropriately planned and aligned with American Water on priorities for capital deployment to drive the strategic goals of the company
  • Coordinate with corporate planning staff on the development of 20-year comprehensive planning studies (CPS) for the state subsidiary, and then manage the overall planning program to update CPS, prepare targeted planning studies, identify and quantify key asset and operational risks across the State (in coordination with other functions), and support the annual development of the 5-year capital investment plan.
  • Develop programs to monitor and evaluate risk to our installed assets and operations within the state subsidiary company; implement strategies to make our assets and operations resilient and establish governance to ensure that the business is consistently measuring risk and prioritizing capital projects, asset management practices, and operational strategies to appropriately mitigate those risks.
  • Develop the professional skills and experience of the engineering staff to build and maintain required professional capabilities and capacity to support the business in specialized engineering disciplines, including hydraulic modeling, buried infrastructure, asset risk rating and asset management, and water and wastewater treatment.
  • Represent the Company before regulatory agencies and provide professional testimony.
  • Liaisons with other utilities and engineering professionals.

Knowledge/Skills

  • Financial analysis skill, including budget management, business modeling, and basic accounting knowledge.
  • Strong knowledge of Engineering related to planning, design and operations concepts for water and wastewater resource management facilities, Engineering and utility economics, knowledge of contract administration and construction technology related to water & wastewater facilities.
  • Good working knowledge of regulatory developments, new technology and current trends in water quality and water treatment and other related water resource management disciplines.
  • Knowledge of applicable state and federal regulations.
  • Knowledge of Company operations and procedures.
  • Knowledge of employee relations, applicable safety and environmental regulations, federal and state water quality and design regulations and technical standards.
  • Designated knowledge of engineering design theory and practice, project management, water resources, water/wastewater facilities and utility operations.
  • Knowledge of current trends in water quality and treatment and other aspects of the water industry. General understanding of US regulations (commercial and environmental), legislation, and trends impacting the water industry. Sound business acumen and judgment.

Experience/Education

  • Bachelor's Degree in Civil, Mechanical or related field of Engineering.
  • Advanced management or technical degree preferred.
  • Minimum of 18 years of experience in water resources design, project management, capital program management and/or asset planning.
  • Commensurate education and/or relevant certification(s) may be considered in lieu of experience requirement.
  • Minimum of 5 years direct supervision of engineering staff and/or direct management responsibility for teams delivering engineering projects and/or technical services.
  • Professional Engineer (PE) preferred.

Travel Requirements

  • Periodic travel with overnight stays required. Around 10% of total time is anticipated away from the office.
