Juniata College invites applications for a full-time, 12 month position of Director of Student Rights and Responsibilities/Title IX Coordinator.

Primary Role
Directors of units within the Division of Student Life are core institutional leaders. Directors work individually and collectively to design, promote, implement and assess programs and services that contribute to and support student learning and personal development. The Director of Student Rights and Responsibilities and Title IX Coordinator is responsible for: implementing educational outreach and policy responses that address and respond to reports of sexual harassment, interpersonal violence and related instances of sexual misconduct. Further, the Director shapes expectations and policies around student conduct; administers staff and processes which contribute to behavioral accountability and individual and collective responsibility; and affords an educational experience whereby students whose choices jeopardize their good standing with the College are able to make amends, redress harms and restore their status.

Major Areas of Responsibility
* Contributes to the development and implementation of a vision for the holistic student experience that reflects the mission, strategic plan and values of the College.
* Develops, implements, coordinates and conducts educational programs and initiatives designed to educate and support faculty, staff, and students regarding their rights and, where applicable, obligations under Title IX, including reporting options/responsibilities, support services, University policy and applicable disciplinary code, grievance procedures, confidential resources, etc.
* Oversees, coordinates and ensures investigations of reports and complaints of sexual misconduct are adequate, reliable, timely, confidential and impartial; reviews proposed sanctions for sexual misconduct before they are imposed to ensure that they are reasonably calculated to stop the sexual misconduct and prevent its recurrence.
* Supervises activities of employees who contribute to TIX work in a variety of roles: investigators, decision-makers, advisors, etc., which includes work allocation, training, evaluation of performance; motivates team members to engage in high quality work.
* Selects, trains, and oversees designated Deputy Title IX Coordinators; ensures investigators, adjudicators and those involved with processing Title IX complaints are adequately trained in compliance with Title IX guidance.
* Identifies systemic problems relating to complaints and determines whether campus-wide resources should be adopted in response, including review and revision of the University's sexual misconduct policies, increased monitoring, supervision or security at locations where sexual misconduct is reported to occur, and increased education and prevention efforts to targeted populations.
* Communicates with local law enforcement and government agencies to ensure incidents are handled appropriately and in a timely manner; coordinates with local victim advocacy organizations and service providers.
* Ensures ongoing compliance with Title IX and Cleary requirements by collecting and analyzing data, writing comprehensive reports and maintaining records of investigations.
* Coordinates development and communication of campus conduct and TIX policies and procedures to ensure community and personal safety and to protect College property and interests. Coheres contributions to and publishes the Pathfinder Student Handbook.
* Administers Maxient in collaboration with student life leadership. Coordinates follow-up investigations of incidents/daily reports with the work of contributing personnel.
* Assists in the creation of program learning and development outcomes, and assessment measures to describe effectiveness, inform incremental positive change.
* Fosters inclusive excellence with a demonstrated commitment to equity, diversity and the valuing of marginalized people. Supports development of self-efficacy, identity and leadership through individual, policy and institutional influence. Promotes community unity and personal well-being.
* Develops and manages all aspects of departmental communication with students, parents, faculty, staff, business partners and other externals; includes creating, editing, and sequencing publications; completing required reports and documentation of compliance; authoring policies, letters, emails, web pages and presentations.
* Coordinates and participates in the student life on-call after-hours rotation; handles crises and hospitalization of students, including contact with parents, and medical and public safety personnel.
* Shows exceptional stewardship; develops, administers and tracks assigned budgets.
* Performs related duties as assigned.

Position Qualifications:

Desired Characteristics and Qualifications
* Knowledge and capabilities normally acquired through a master's degree in management, educational administration, counseling, and/or a related field.
* At least three to five years of related professional experience sufficient to demonstrate competency and capability with student counseling/advising, student services program design, implementation and evaluation, staff supervision, and budget preparation and management.
* An understanding of Title VII, Title IX, VAWA and the Clery Act coupled with an authentic commitment to trauma-informed practices and compliance with governmental directives.
* Must work collaboratively and cooperatively with diverse individuals and groups including administrators, faculty, staff, students, and parents.
* Boundless energy and enthusiasm especially in terms of working with traditional-age undergraduates.
* Experience with, and a commitment to, the residential liberal arts experience.
* A collaborative, inclusive and transparent management style.
* Demonstrable evidence of innovative and progressive thinking which has effected positive change.
* A record of appointing, mentoring and developing a staff.
* A well-developed sense of humor.
* A valid driver's license and completion of a background investigation report.

Supervision Required/Given:

Reports directly to the Vice President for Student Life and Dean of Students. Receives general direction and guidance while working with independent discretion.
