Nature of Work

Under general supervision, an employee in this class performs equipment maintenance and materials control work in the maintenance yard and maintenance shop office. Duties include a combination of tasks involving minor repairs to equipment; accountability control on inventories of tools and equipment; minor road maintenance; and general upkeep of the shop and yard areas. Employees in this class working for Highways will be required to operate major road construction and resurfacing equipment. Employees in this class should know such tasks as form making, cement forming and finishing, masonry, and gas and electric arc welding. Employees work from plans and specifications and carry a given assignment or project through to completion. Work is performed under the general supervision of a Foreman or higher-level supervisor.

The working hours for this position will be Monday - Friday, 7:00 AM-3:00 PM; however, as a critical employee, will be expected to be on-call 24/7/365 for emergencies.

Examples of Duties

(The following examples illustrate the work performed in the positions in the class. Positions may require some or all of these examples depending on the organization of work within the department. The list is not inclusive. A position may require related duties not listed, if necessary, to accomplish the work of the department.)

  • Performs minor maintenance and repair of vehicles and equipment involving welding, torch cutting, etc.; tests vehicle or equipment before and after maintenance or repair to ensure they are properly maintained and in safe operating order.
  • Maintains files and computerized inventory record of tools and materials on hand; assigns tools to work crews and keeps a daily log of items issued and collected. Performs physical counts of all inventory items; may complete report forms of a standardized format; maintains stockroom.
  • Maintains utility yard/shop offices in proper condition by performing minor building maintenance such as cleaning and painting.
  • Monitors materials use, stocking levels, and use patterns; requisitions materials, supplies, tools, and safety equipment promptly and in sufficient quantities to ensure the crew is correctly prepared for daily tasks and emergencies.
  • Operates a front-end loader to move and load road materials; drives a dump truck to haul material and other equipment to move around the yard and in and out of the shop.
  • Measures fuel usage and records results.
  • Repairs hand tools, safety equipment, minor operating equipment, and personal apparel.
  • Inspects vehicle problems to determine if a repair can be accomplished in-house or referred to a contractor; complete vehicle repair forms as required.
  • Answers emergency calls at the site of breakdown and if possible, repairs equipment, trucks, and trailers. Performs road duties to include tree and dead animal removal, and traffic control.
  • Responsible for constructing, maintaining, and/or repairing roads, bridges, buildings, equipment, and/or grounds of all kinds.
  • Constructs building forms out of concrete, reinforcing with steel using a cutting torch.
  • Lays brick, block, and stone. Does masonry work and repairs on buildings and building additions.
  • Operates automotive and/or construction equipment and drives dump trucks. Highways: Equipment required to operate is equivalent to that required of a Senior Equipment Operator; i.e., the following pieces of equipment specific to the employee's work unit: Track loader, track dozer, stone chipper, grader, gradall (hydraulic boom excavator), excavator (track), tractor-trailer, and paint striper (striping mechanism).
  • Train, assist, and supervise lower-level employees assigned to work projects.
  • Equipment Repair as follows:
    • Performs minor/major maintenance and repair of vehicles and equipment, grounds equipment, hydrostatically driven or gas and diesel-powered equipment involving welding, torch cutting, etc.; tests vehicle or equipment after maintenance or repair to ensure their safe operation.
    • Performs in-house maintenance and/or repairs on a wide variety of specialized equipment, or arranges for contractors to perform same. Recommends replacement of equipment due to safety, age, and cost-effectiveness.
    • Repairs hand tools, safety equipment, and personal apparel.
    • Inspects vehicle problems to determine if the repair can be accomplished in-house or referred to the contractor; complete vehicle repair forms as required.
    • Services pumps and generators as needed.
    • May be required to supervise the work of contractual mechanics.
    • Make road calls or service calls on trucks, and trailer equipment, i.e., flat tires, engine stop, brake hydraulics, etc.
  • May be required to maintain files and computerized inventory record of tools and materials on hand; assigns tools to co-workers and keeps a daily log of items issued and collected. Performs physical counts of all inventory items; may complete report forms of a standardized format; maintains stockroom. Maintains scrap tire inventory for State report.
  • Monitors materials use, stocking levels, and use patterns; requisitions materials, supplies, tools, safety equipment in a timely manner, and in sufficient quantities to ensure the crew is correctly prepared.
  • Work from blueprints, specifications, and/or plans, or make a more effective design, for fabricating needs within the division.
  • Maintains shop yard and offices in proper condition (by performing or directing building maintenance such as cleaning and painting). Unload devices with tractor/fork, sign and verify delivery receipts and packing list. Apply equipment numbers to new equipment. Reconcile equipment inventory to actual equipment. Track equipment sent to other buildings such as weed eaters/trimmers, chainsaws for equipment inventory.
  • Completes restoration of items such as fabrication, welding, masonry, carpentry, etc. to ensure work is able to be completed within the division.
  • Modifies equipment as needed for safety purposes.
  • Works on 24-hour call basis during snow storms and other emergencies. Is considered a critical employee and must be available 24/7 on-call to assist in snow removal and other emergencies.
  • Other duties as assigned.
  • Minimum Qualification Requirements

    KNOWLEDGE, SKILLS, AND ABILITIES:
    • Working knowledge of record keeping; of personal computer operations.
    • Good working knowledge of equipment operation and function; equipment repairs; welding methods, materials, and tools, and the ability to put such knowledge to effective use to complete tasks.
    • Mechanical ability to make routine repairs and adjustments; to lift heavy stock items and parts; to work in unfavorable weather conditions, such as extreme heat, snow, rain, etc., to work with grease and solvents without a skin reaction; to repair component parts and to exchange parts if necessary; to climb, stoop, kneel, reach, push, lift and/or move objects of medium to heavy weight; to maintain good working relations with fellow workers and supervisor; to drive and operate appropriate County vehicle/equipment while carrying out assigned tasks.
    • Working knowledge of occupational hazards and safety precautions of the trade.
    • Skill in the use of hand and power tools, acetylene torches, grinders, and other tools and equipment used in the trade.
    • Working knowledge of record keeping and personal computer operations.
    • Skill and knowledge of minor repairs to vehicles, construction, and grounds maintenance equipment as they relate to designated specialty.
    • Ability to train and supervise others, to work with the tools of the trade; to communicate effectively with others; to bend, stoop, kneel, sit, stand, climb, lift, and carry materials, depending upon work assignment; to drive a County vehicle while carrying out some assignments.

    EDUCATION:
    Possession of a high school or vocational-technical school diploma or a GED Certificate.

    EXPERIENCE:
    Five (5) years' experience in construction equipment operation, auto mechanics, welding, and automated record keeping.

    LICENSE:
    Valid unrestricted CDL Class "A" license with tank vehicle endorsement with no more than three (3) points. Valid Class "A" CDL with "O" restriction and Air Brake Endorsement, with no more than three (3) points acceptable for job entry, but must obtain unrestricted CDL "A" license with tank vehicle endorsement within six (6) months of appointment to the position. Please be advised this position requires a valid Class "A" driver's license.     ANNUAL LEAVE - Begin accruing first day of employment and cannot be taken until successful completion of probationary period, EXCESS of 40 DAYS [320 hours] will be deposited into an 106 Premium Reimbursement Account.
