EDUCATION, REGISTRATION, CERTIFICATION

The successful candidate’s most important qualifications include the following.

  • Bachelor’s or Master’s Degree in Civil Engineering or similar studies is essential.



EXPERIENCE + KNOLWEDGE SKILLS ABILITY (KSA)

  • At least 7-10 years of experience in civil engineering, with a focus on infrastructure projects such as roads, bridges, water treatment plants, and urban development.



RESPONSIBILITIES
  • Continuously monitor and maintain a database of active and upcoming state and federal infrastructure funding programs, grants, and initiatives in the states where CobbFendley operates focusing on broadband, transportation (including traffic, transit, airports, intelligent transportation systems, safety improvements, etc.), utilities (water, wastewater and stormwater/flooding), community infrastructure, drainage, education and other relevant sectors.
  • Provide regular updates to leadership and business development teams on new funding opportunities, deadlines, and eligibility requirements. Work closely with Business Leads across various offices to identify opportunities for engaging clients early in the infrastructure funding process.
  • Collaborate with the Lead Developer within CobbFendley to build and refine tools that track which communities are set to benefit from infrastructure funding and use Geographic Information Systems (GIS) and other data tools to visualize funding distribution and identify target communities for CobbFendley’s services. Ensure the developed tools provide actionable insights for internal teams to proactively engage clients.
  • Present funding opportunities to clients, helping them understand how CobbFendley can assist with maximizing their access to these resources. Facilitate early discussions with clients on project planning and funding alignment, demonstrating CobbFendley’s ability to support from feasibility through to execution.
  • Collaborate with various departments, including Engineering, Broadband, Transportation, and Utility Services, to ensure alignment on potential projects that could be funded through external sources. Lead strategic meetings to ensure the company’s infrastructure goals align with available funding opportunities and market needs.
  • Maintain and strengthen relationships with key stakeholders, including government agencies, municipalities, and private-sector clients, positioning CobbFendley as a trusted partner in infrastructure development.
  • Stay up-to-date with regulatory and legal frameworks related to infrastructure funding, ensuring that all projects and applications are compliant.Assess risks associated with specific funding programs and projects and provide recommendations to clients on how to mitigate these risks.Develop long-term strategies for infrastructure development projects that align with government funding cycles and economic development plans.
  • Monitor trends in infrastructure funding and construction, providing expert advice on future opportunities for CobbFendley and its clients. Stay informed on the specific needs of the communities and clients served, ensuring that all proposals and project plans are in line with funding criteria and community goals.Participate in industry conferences, workshops, and meetings to stay updated on new funding opportunities and innovations in infrastructure advisory services.
  • Provide post-funding support to ensure that clients are compliant with all reporting and project delivery requirements related to their funding awards.
  • Collaborate with professionals and clients to increase your industry knowledge. Maintain a professional attitude and fulfill responsibilities with integrity consistent with industry standards.

    ENVIRONMENTAL FACTORS
    • Work Environment. Primarily conducted in a professional office setting.
    • Office Conditions. Includes extensive use of electronic devices such as computers, printers, copiers, scanners, plotters, and telephones. Additionally, tasks may involve the use of cutting tools and equipment like rotary paper cutters and plotting devices.


    PHYSICAL + COGNITIVE REQUIREMENTS
    • Seated and Standing Position. Extended periods of sitting and standing in an upright position at a workstation.
    • Mobility. Movement within the office including navigating between floors and workstations.
    • Neck Movement. Forward flexion, extension, or lateral rotation of the head and neck while using multiple computer screens.
    • Repetitive Motion. Repetitive finger movements for operating a computer mouse and typing on a keyboard.
    • Arm Movement. Extending hands and arms in various directions, such as overhead, below the waist, forward, or laterally.
    • Object Handling. Raising or lowering objects from one level to another and transporting objects by holding them in the hands, arms, or over the shoulder.
    • Cognitive Requirements. Selective attention, oral comprehension, oral expression, speech recognition, speech clarity, written comprehension, written expression, problem sensitivity, deductive reasoning, inductive reasoning, number facility, information ordering, category flexibility, flexibility of closure, fluency of ideas, and originality.


    EXPECTED WORK HOURS
    • This is a full-time position, generally 40 hours per week, however, hours may fluctuate depending on department needs including the use of overtime.
    • CobbFendley’s standard operating hours are Monday through Friday, 7:30 AM to 4:30 PM CST. Generally, employees receive a 1-hour unpaid lunch break free of duty. Please note, operating hours and lunch hours may differ based on project workload, primarily for field staff.


    WORK LOCATION FLEXIBILTY

    • This position is eligible for a hybrid schedule once the training period is complete as established by the department.
