Summary:


The Rollins College Campus Safety Office is seeking a personable and knowledgeable Safety and Emergency Planning Manager to join their team! Under the guidance of the Director of Campus Safety, the Safety and Emergency Planning Manager takes charge of all environmental and safety activities at Rollins College. This role shines a spotlight on emergency planning, educating and training our campus community, and ensuring we meet all regulatory standards.

Primary Responsibilities
  • Setting strategies, policies, and directions in the area of safety: identifying opportunities, challenges, and areas for improvement, and instituting appropriate solutions and programs
  • Ensuring that college practices, plans, and protocols for safety and emergency planning are in compliance with federal, state and local laws, including but not limited to the requirements of NIMS/ICS, the Higher Education Opportunity Act (HEOA), the U.S. Department of Homeland Security (DHS), and the Occupational Safety and Health Administration (OHSA)
  • Managing the development, implementation, testing, and maintenance of the campus Emergency Operations
  • Plan and all associated communications tools
  • Provide leadership in the area of emergency management preparedness, preparing the Rollins College community to respond to emergencies that might significantly affect and impact the College; to include: management of the primary, virtual, and alternate Emergency Operations Center (EOC), provide operational leadership during EOC activations, manage the effective emergency response and recovery resources such as equipment, technology and tools that must be in a ready state for response activity
  • Assist with the development and delivery of program-specific training and education to the Rollins College community regarding emergency preparedness, mitigation, and business continuity and disaster response procedures
  • Assist in developing, updating, maintaining and publishing the campus-wide continuity of operations planning program
  • Plan, develop, coordinate and execute tabletop and functional exercises to enhance familiarity with emergency management
  • Assist with preparing after-action reports and improvement plans
  • Provide training and support for Campus Safety and PIO staff in the area of emergency communications and notification of any incident affecting the College
  • Interpret the requirements on Rollins College from federal, state, and local agencies who provide guidance and direction to stakeholders during an emergency
  • Assist with developing, writing, compilation, maintenance, and revision of departmental publications, presentations, website materials and documents that deal with emergency preparedness, response and general safety
  • Chair the Rollins College Sciences Division Safety Committee, providing needed direction, planning and guidance
  • Updating the Safety web page as needed
  • Developing and overseeing the implementation of programs to educate and raise awareness of college personnel on environmental health, safety, and emergency management issues, guidelines and procedures
  • Establishing a document control system to ensure all supporting program documentation is maintained and available for audit - written program archives, Safety specific SOP's, meeting minutes, action items, training records, etc.
  • Conducting trends analysis with Risk Management and working on reducing the incident and injury rate by ensuring appropriate training and safety audits are completed
  • Working with Risk Management and our insurance carrier, utilize data to effectively implement programs and training that will reduce the overall risk of injury and lost time
  • Incident Investigation Leader - At times, may be assigned the responsibility of responding to and investigating significant incidents, safety related reports or other events as directed to determine root causes; generating incident reports outlining lessons learned and sustainable corrective actions and conducting follow up to ensure corrective action plans have been implemented
  • Using every opportunity to drive safety and Emergency Operations Plan awareness by demonstrating safe behavior, continuous self-improvement and education in the areas of safety compliance, higher education trends, and regulatory developments. Attend local, regional and national workshops, exercises, and other emergency management centered events.
  • Representing Rollins College in designated meetings with governmental agencies, the campus community and/or the general public on issues as they relate to Safety and Emergency Planning
  • Responsible for understanding and abiding by all guidelines associated with the Clery Act and Title IX
  • Performing related duties as assigned with respect to the operation of the Campus Safety Department

Minimum Qualifications & Education:
  • Bachelor's degree in Risk Management, Security Administration or Management, Public Safety, Occupational Health, or Industrial Hygiene or related discipline or an equivalent combination of training or years of experience
  • Three to five years of management experience in the safety, emergency planning/ continuity planning or industrial hygiene field; or equivalent combination of education and experience
  • NIMS certifications: IS-100, IS-200, IS-300, IS-700, and IS-800

Preferred Qualifications:
  • Certified Emergency Manager certification
  • Experience working in a higher education setting
  • NIMS certification: IS-400

Knowledge, Skills & Abilities:
  • Demonstrated leadership in administering safety and emergency plans.
  • Clear moral compass and ability to fit into a team environment characterized by shared accountabilities
  • Extensive use of computers and Microsoft Office programs
  • Experience in creating, implementing, and delivering emergency management planning programs for a large diverse organization
  • Must possess a high level of customer service experience
  • Demonstrated ability to manage stressful situations over elongated periods of time that require high levels of communication and attention to detail
  • Proven ability to manage stressful situations and changing institutional priorities
  • Requires the ability to analyze all types of emergency situations to determine the best course of action and solve problems, excellent judgement and decision-making skills
  • A thorough understanding of emergency and safety practices in relationship to compliance with federal, state and local laws, including, but not limited to the requirements of NIMS/ICS, the Higher Education Opportunity Act (HEOA), the U.S. Department of Homeland Security (DHS), and the Occupational Safety and Health Administration (OHSA)

Work Environment:
  • In-person, campus-based position.
  • While this is an administrative position, work outside, in mechanical settings, and challenging environmental situations is required
  • Willingness to work after hours on weekends, or on short notice
