SUMMARY

The Supply/Distribution Specialist 3 provides professional management support for the day-to-day operations of the distribution functions (mailroom, warehousing and/or distribution support to the bureau). This position supervises subordinate contractors.
Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

  • The Supply/Distribution Specialist 3 performs all the duties of the Supply/Distribution Specialist 2 in addition to:
  • Manage the Distribution Center ensuring proper procedures are followed and packages/materials are delivered on time to the correct locations.
  • Direct and supervise junior Distribution Specialists, ensuring completion of all daily duties and maintain 100% accountability of deliverables with tracking numbers within ILMS MMS and/or electronic spreadsheets or logs in Excel.
  • Maintain metered mail electronic reports and ensure accounts are being charged correctly with 100% accountability in the DOS/CA software systems.
  • Track funding expenditures on metered mail accounts and communicate when funding reaches a given threshold for increase as determined by the GTM.
  • Coordinate and schedule with the junior Distribution Specialists ensuring sufficient coverage of the distribution center from 6:30 AM to 6:00 PM, Monday through Friday.
  • Monitor center's group email address for incoming email inquiries ensuring junior Distribution Specialists acknowledge responses within two hours and follow-up to inquiries within one business day.
  • Investigate, document, and report customer complaints on the day of occurrence to the GTM if customer's materials are not received, as requested or are late; and complete a follow-up report of findings within two business days.
  • Serve as the liaison to the GTM.
  • Provide GTM weekly written reports regarding task updates, completions, work volume, staffing coverage, and difficulties/issues encounter by staff.
  • Display excellent customer service skills and interpersonal abilities during conversations, both verbal and written, with DOS employees at all levels, other contractors, and other Federal counterparts.
Qualifications

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

  • S. citizenship and the ability to obtain/maintain a minimum SECRET clearance.
  • Bachelor's degree from an accredited institution with four (4) years of experience, or an associate degree with six (6) years of specialized experience, or High School Diploma/GED with eight (8) years specialized experience in automated warehouse support.
  • Proficiency in the use of Microsoft Office Suite.
  • Demonstrated strong written and oral communication skills.
  • Demonstrated timely and proficient organizational skills with the ability to work. independently, with no supervision, and multi-task in a high volume, fast-paced work environment.
  • Demonstrated ability to have a flexible, team-oriented approach to work while building and maintaining strong working relationships with colleagues.
  • Demonstrated excellent customer service ability.
  • Strong working knowledge and familiarity with the USPS' domestic postal zip codes.
  • Ability to lift, move, and/or carry heavy, large, and/or 'awkward' items (up to 60 lbs.) with no limitations.
  • Possess, and maintain throughout contract, lift truck operation certification (OSHA).
  • Possess driving knowledge of roadways throughout Washington, DC, Virginia, and Maryland with excellent proficiency on routes required for recurring pick-up and delivery destinations.
  • Possess, and maintain throughout contract, a valid U.S. driver's license and a clean driving history.

DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS
  • This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.
WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.

SUPERVISORY RESPONSIBILITIES
  • No supervisory responsibilities.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
